President Obama will be proposing an end to the NSA bulk phone record collection activities, according to a report by The New York Times.
According to this proposal, the phone records would stay only with the phone companies, and the NSA would have to go to the FISA secret court to make requests for specific phone records.
The proposal also includes measures that would limit the amount of time that the NSA would be allowed to retain phone records.
There are no suggestions in the upcoming proposal about the dismantling of the NSA, FISA secret court, and the complete repeal of the Patriot Act.
